When you're sure that it's a bug, you should report it to the bug track system, not to this forum. This forum is for configuration issues and though it's run on the Ritlabs server the forum is intended as users helping users.
You can insert bugs in the bugtracker, by logging in to: https://www.ritlabs.com/bt/main_page.php Choose 'The Bat' and add a new item. First check whether someone has reported the same bug, then you can add a note to that bug. Bugs that are reported by more users are more likely to get attention than bugs by one. And the system isn't smart enough to understand that bugs might be the same. And add just one bug per entry. Makes everything easier, both for other users who want to add a note and for the developers.

The next version is the Xmas release (has been promised) and I suppose it'll be issued one ofthis days.
For your other question. There are betas, to use those, you need to enroll in the beta-system, to register as a beta-tester, you can go to: http://www.ritlabs.com/en/partners/testers/
Note that any problems with beta-versions should not be discussed on this forum. You can discuss those at the tbbeta mailing list (for more info: http://www.silverstones.com/thebat/TBUDLInfo.html ) and real bugs should be reported via the bug-tracker.

Just read that I have to eat my words, since somebody from Ritlabs just said that it'll be at the beginning of next year for the next release, since they prefer a stable version above a pretty release date.
