As I'm just a TB-user like you,I can only say that it wasn't programmed into the import wizard.

Apart from that, the address book format and the message base for OE are published formats. In order to import the accounts, you'd need to do some (illegal) reverse engineering to retrieve the password. Hardly worth the effort.

You can't import the accounts, where I consider accounts: the settings like server, username, password, etc.

If you want to import the message base, that can be done:
Tools -> Import messages -> Import wizard -> MS OE 5.x/6.x

For the address book, start TB's address book (press F8) and from its menu:
File -> Import from -> Outlook Express
