I believe that is working as designed - the folders open to make it easier for you to get to a sub folder
The "+" and "-" keys can easily close everything back up if that is what you wish

You can always use CONTROL V and start typing the name of the folder until you get it - that is MY preferred way - but not always and I run into the same issue

Is there a way to increase the amount of time before a folder expands?

When I drag messages to a folder, other folders often expand as I am passing over them. It seems that a folder will expand after you have hovered over it for a 1/4 second. I would like to be able to increase this time.
