Yes, right-click on the account's name (in the tree) and choose Properties. Then go to Templates | New Message template, and set the desired encoding for new messages.

Just a simple question:
Is there a way to set UTF-8 encoding permanenly instead of Auto in bottom bar in new message window?

Unfortunately auto sets encoding in my current windows setting locale.
