Just unlock the toolbars if locked, then drag them via the 3 dots at the left side of the toolbar.  I had to drag and drop a few times to get it to dock in the right place but it works fine.

I have just discovered that using menu icons for all toolbars restores the smaller sizes.

Workspace>toolbars>customize>options tab>checkbox.

Now to move the toolbar up into the wasted space accross the top.
