There you just put "auto" under "mail management"

Try 'Account Properties\Options\Allow 8 bit characters in message header'

I don't know about Mongolian, but this works to display Russian\Cyrillic in Subject (and other message headers)

I get some mail from Mongolia.
The "Subject" line is lots of black rectangles instead of letters, those rectangles are groupped as if they were words.
