Is this impossible in both cases?
May be this can be done with external plugin?

If this impossible at all, can you please add this functionality?
I think many corporate users need functionality like this. If you add this feature to the program, i hope many users will choose TheBat! instead of outlook because outlook can't do this too.
(In my opinion the only reason to use outlook is supporting global addressbook (from exchange server) and calendar support).
Is it possible to create filter, that takes regexp text from subject, create folder named like this text and put message there?
There is similar topic in russian forum, but no answer there.

I.e.
1)There is message with subject:

Arrived new BR #116859

I need create folder (if it does not exist) with name "116859" and put message there.

2)There is message with subject:

Modified BR #116859 and BR #113874

I need create folders (if it does not exist) with name "116859", "113874" and put this message into both folders.
