You should use %TOLIST macro instead of %TOADDR. Further, you should use %OTOLIST macro, because probably you want to print received (or stored) message. Macros %TOLIST and %OTOLIST give full content of the To: field, including recipient names and e-mail adresses.

In the template for printing I set a line :

To: %TOADDR

But when printing a mail with 2 or more receivers in the TO field, it only prints the first address, not all of them...

How do you get a line where all emailaddresses are printed if there are 2 or more in TO line ?
