Right mouse click on a toolbar, then Customize, select Standard Toolbar, then expand Message Controller and select Create Filter.

Is there a way to create a button on the Standard Toolbar which performs the function of the "Create Filter ..." command, under the Specials menu?  I realize that Ctrl-Shift-F brings that dialogue box up, but this old dog doesn't retain obscure keystroke combinations as well as he once did -- visual shortcuts work better these days.  I scrolled through the long list of commands in the Customize interface window, but could not spot this one.
