Yes, it still is present in TB.
Create a quick template and select the option that it can be used for a mass mailing.
(options -> quick templates)
Now start the address book, select the group you want to mail and select 'File -> mass mailing'

I'm almost sure I read here on this forum that TheBat! has this feature: send mass mail in blocks of xxx, so that mass mail will not flood the mail server.

Is there any feature like that? Could not find again, but I'm testing so many e-mail clients recently that maybe I'm wrong.
