Duh. Never mind I solved the problem. I created it as a sub-filter that goes to a specific folder, and the problem emails are not going to that folder. Thus, it did not work. Moved the filter to the incoming mail folder and that solved the problem.

I don't have an antispam plug-in at this time. I get spam from a single address, so I created a filter that sends it to a folder called Suspicous.

However, it doesn't work. I have created other filters in this exact same manner and they work, but this one does not. Why?
