Hello!

Yes, you can do that. In the message editor go to "Options -> Message Format -> HTML/Plain text". An additional toolbar will appear. Search for the icon named "Document background", as you invoke it you will see  the option "Use Background Image", click on it and load an image.

P.S. At present there is no way to set it as a template.
