this is strange, URL manager works in every account where I select message with remote images. do You see icon in Message header Pane in all accounts?

It was pointed out to me by my nephew that the URL manager only seems to be present in the first email account.

I have 8 different accounts setup and the URL manager is only in the first one.  I can't find a setting or configuration option to turn it on in other accounts.

It isn't a major thing as I don't like downloading images but figured I would inquire anyway.
