You can't change it in TB! but you can change it when you feel brave enough to edit your Visual Style (Theme) for Windows...
With StyleXP it's the value of Values->General->Window->Captionbar->Fillcolorhint that controls how TB! colors the status bar...

The status bar in new Bat is blue, no matter what is your color theme of Windows or theme in Bat. It is irritating when I have, for example, grey theme of all Windows. How to change it? Give the user an option to do that!
