Even in smaller enterprise, something (and I hate symantec) like Symatec BackUpExex comes with a desktop option where selected folder or files can be backed up to the server/backup_media on a schedule or continuously.

Depends on what they have in their messages that is so private, but the mail belongs to the comapny and the company should use an encryption scheme that they can recover the data from (even if it is EFS)

If you went to Outlook because of the calendaring and contact management in a work setting, then I would say I understand!

Where the Bat! used to lead, it is now falling behind, especially as more and more people shift away from POP/SMTP.

why should your secretary understand this?

Making backups can be automated by running a .bat file from Windows task scheduler every day, week or so.
In case of a problem that requires a restore, indeed an IT or another technical guy should do it. But that's an exception that may never occur, and the procedure is not that complicated even for a non-technical person.
see what Outlook can import, and export theBat message bases in that format.

It looks like you expect to have less problems with Outlook, which I'm not sure. Problems may appear with any software. If you make regular backups and follow some good practices, problems like lost folders and emails in theBat can be solved in a minute.
Instead of switching to Outlook, switch to some stable old version of theBat, make regular backups by archiving the mail folder, compress folders once or twice per week, that's pretty much all.
