TB doesn't support Visual Basic as script language, so if that's what you mean the answer is no.
However, if you're running a Visual Basic program and want to send a message, then you create the message as a text file and use TB to send it by calling it with the necessary parameters, see Help -> Help topics -> Advanced Use -> Command line parameters
