Setup language changes to Chinese, Setup language changes to Chinese for "Settings"

After I downloaded thebat_64_12-2.msi, I ran it, and it nicely displayed everything in English.

That is, until I clicked "Finish". Then it wasn't finished, but displayed a whole wizard. But that  was all in Chinese! I tried to copy the text of the first step using two different tools, with the goal to have it translated by another tool. I could translate the title bar and the first text, which say “The Bat! 设置” and “数据保护”. That translates to “Settings”  and “Data Protection”. But I was not able to retrieve the long text between „数据保护“ and „保护加密的数据,使用“. Why is there a dialog after "Finish", and if it's really needed, how can I make it display in English?

There is the possibility to press the “取消” button, which means “Cancel”. But what does that entail? From the title bar as well as the “下一步” button, it seems obvious that there will be a list of settings, at least some of which are presumably needed before the first start. So, if I decide to press "Cancel", will I then be able to run the program? And will I be able to define all these settings in the program, skipping the wizard? If so, what is the complete list of settings I will then have to change in the program, and how to do so?

I did try to start it, but the same wizard pops up again in Chinese.

Could it be that 🦇 uses the library Qt? Then this might point to the solution. The solution there seems to have been to change a setting in the program. In our case, that's a bit harder because 🦇 won't even start. Is there a way to change that setting outside of the program?
