Memo Function ctrl-shift-I, Broken?

According to the view menu, it's ctrl-shift-I. Regardless of which window I try this combination in, i get no results. Only way to get to the memo editor is through the view menu. Please advise. Thanks

May be you have some conflicts with another programs? E.g. at my PC ?miranda? sometimes kills hotkeys like Ctrl+H globally. You can change hotkey and view conflicts in View - Edit Shortcut Keys
