Do I have to set up file extensions for attachments?
 
Does TheBat! require that I set certain file extentions for sending or receiving as attachments?
If so, where would I set these types of preferences?
 
you can send and receive any type of file without whatever additional settings.

In Options > Preferences > Protection, you can set what type of attachments can't be opened directly from theBat for security reasons. The default list is good, I would add .hta

With a filter, it's possible to directly delete incoming messages containing certain attachments that are almost surely malicious, like *.pif, *.bat, *.scr etc.
