Can someone explain the options at the bottom of the compose screen that say Latin  9 ISO, Unicode UTF-8, and Western European ISO?

Changing those doesn't seem to affect my email but I'm curios about those selections.

I'm in the USA and only communicate with English speaking individuals, if that makes a difference.
