Cannot send from one account
 
I have four EMail accounts, all hosted on the same server.

Two of the accounts, I don't utilize very often.  On one of those little-used accounts, I attempted to send an EMail earlier today.  The first attempt was a reply to an incoming EMail, I also tried 'New Message'.

The editor works just fine, but when I click on 'Put Message in Out-box' or 'Send Immediately' (either the icons or the drop-down menu), nothing happens; the editor window stays open and the message is not sent to the Out-box.  I have compared account settings against my other three accounts and I don't see any differences.

All the other three accounts work just fine, I can send/receive messages with no problems.  I can receive messages on this particular account, but can't send messages.  This is a rather new error as I was able to send messages from this account previously.
 
The most common reason that you cannot send is because of incorrect account settings.
If you're sure they're correct there might be some corruption of the account config file.
The first thing I'd try, would be to alter the account settings, close TB, start TB again, set the account settings right again and try whether you can send.
