This enerving bug, I known for Years.
If there are running tasks, and they keep waiting or running, sometimes You want to reboot the bat. You get a complaint if You really want to close the bat, because there are running task. Even You choose 'NO', the program does not shut down at all, and You can use Your process explorer to kill the service with risk of corrupt databases.
