POP3 - Labels and old messages

I've some problems with my newly setup POP3 account. While the basics work (sending and receiving new mail) I have two issues.

a] How do I sync the old messages that already existed before the POP3 account was created?
b] How can receive messages that GMail has stored under a Label?

As you're probably aware, Gmail is not a regular email system and it has many rules of its own. I haven't tried this, but I think the solution is either here, or somewhere near to it:

Log into Gmail using your browser
Click the top-right Gear icon, then the 'See all settings' button.
Go into the Forwarding and POP/IMAP section
Choose "Enable POP for all mail (even mail that's already been downloaded)"

That worked.

Yeah, I'm aware GMail has it's own rules.
One of the reasons I even try POP3 because using IMAP my All Mail gets messed up as discussed elsewhere.
What works perfect for me is GMail's spam filter.

I'm even considering starting to use Outlook.com.
Does that one cause less issues with IMAP?
