Customizing "Dispatch Mail on Server" button, v9, New button won't work

TB v9 on Windows 7 SP1.

Right clicking on the buttons area to customize the available buttons, I select:

Containers > Standard

Actions > All Actions > Mailer Form > Dispatch Mail on Server > Insert Item > OK

The Dispatch Mail on Server button appears in the buttons area and can be toggled between highlighted/unhighlighted, but nothing else happens (though the ctrl+shift+F2 shortcut works and the server headers window appears).

What steps should I take to enable the new button?

This command works only when you stay in the folder tree on pop3 mailbox.

Yes indeed, and it worked fine in version 8.  Just can't get it to happen in v9
