The Bat! title bar does not inherit the W11 title bar color

The Bat! title bar does not inherit the W11 title bar color, I want to be able to control The Bat! title bar color

You mean you have Options -> Theme set to Automatic, and TB does not use your custom title bar color? My best answer would be that TB probably does not support that (yet). For me in Windows 10, TB will use the Choco Dark theme if Windows is set to dark mode, and the Classic theme if not. Try setting a theme explicitly to see if one suits you.
