How to add drop-down button to toolbar?, Customizing the toolbar

Is it even possible? I can't even copy the existing drop-down buttons to other toolbars I create.

If You select action and middle pane, select group in right "Layout" pane where You want to move action to, hold Shift before You click to "Insert item" button, action will be moved as sub-item to selected group
